Position

From October 1st 2017 I have been an editor of Forskningspolitikk, a Norwegian magazine on research and innovation policy. I also take part in research projects at the Nordic Institute for Studies in Innovation, Research and Education

I am UNESCO Chair on Futures Literacy on innovation, leadership and anticipation together with professor Rune By of the University of Stavanger.

I was chair of the OECD STIG working party on mechanisms for international STI cooperation for global challenges.

Experience

I was a special adviser on innovation policy in the Norwegian agency for innovation and industrial growth: Innovation Norway from 2012 to 2017.

From 2009 to 2011 I was the coordinator of the Science Project and Year of Science at the Norwegian Ministry of Education and Research

From 2006 to 2009 I was Director for Policy Analysis and Strategic Development at the Research Council of Norway.

From 2000 to 2006 I worked as a Senior Researcher, Research Director and later head of the Norwegian STEP institute for studies of innovation, now part of NIFU STEP.

I had the pleasure of leading several research projects on innovation and innovation policy in the public and private sectors.

From July 1991 to May 2000 I was a Senior Executive Officer and Adviser on science and technology policy in the Norwegian Ministry of Education, Research and Church Affairs.

From September 1999 to 2000 I was a member of the secretariat of the Norwegian Commission on Higher Education.

Through my work at STEP/NIFU STEP, the Ministry and the Research Council I have been actively involved in networking both on a national and international basis (Nordic co-operation, the OECD Working Party on Technology and Innovation Policy, the OECD Committee on Technology and Science Policy, the EU Trend Chart on Innovation, etc.)

I am considered a European expert on Internet searching and the search engine industry due to my and my wife's site on search engines and the social web. The site has now been discontinued.

Professional interests

At STEP and NIFU STEP I have been studying systemic innovation processes and innovation policy trends. As an historian of ideas I am in particular interested in the role of social processes, mentalities and rationalities in the development of world views and policies.
